Otago Southland Regional Land Transport Plans 2021 - 2031 (mid-term review)
We are adjusting the investment priorities to reflect the transport system’s needs. These priorities relate to:
- Providing more transport choices for people in how they move around.
- Promoting safety, health and wellbeing for the community and the environment.
- Enhancing maintenance and network resilience to ensure community access and connectivity.
A combined transport funding bid of more than $1.7 billion for Otago and Southland was adopted by the Otago and Southland Regional Transport Committees on Monday 24 June.
Thank you to everyone who submitted on the joint Otago Southland Regional Land Transport Plan. There were 53 submissions received, and the thoughtful, quality contributions on connectivity, accessibility and transport choice across the Otago and Southland regions were highly valued.
There were six high level themes identified in the submissions:
- Completing cycle trails and connecting networks between the two regions.
- Provision of passenger connections between Christchurch and Invercargill with emphasis on making best use of the rail corridor.
- Transport challenges regarding access to health services with particular reference to transport for disadvantaged and blind community members.
- Changes to the State Highway investment programme.
- Changes requested by the road controlling authorities.
- Specific requests for projects to be brought forward and detailed for consideration in the future.
Each region will consider the joint Regional Land Transport Plan next month before it is lodged with NZ Transport Agency: Waka Kotahi by 31 July.
The final plan will be available once it's been approved by both councils.
Otago Southland Regional Land Transport Plans 2021 - 2031
The Otago and Southland Regional Transport Committees have produced the Otago Southland Regional Land Transport Plans 2021-2031.
The two regions have combined their plans into a single document, which proposes both strategy and investment for the two regions’ transport networks.
The plan outlines proposed transport network improvements for the next six years, and forms the application for funding from the National Land Transport Fund for the next three years.
Environment Southland councillors adopted the plan at a council meeting on 30 June 2021. Subsequently the plan was submitted to Waka Kotahi so projects can be considered for receiving funding assistance from the National Land Transport Fund.

Regional Transport Committee Chairs Group
The South Island Regional Transport Committee Chairs Group was established in 2016 for the purpose of significantly improving transport outcomes in the South Island through collaboration and integration.

The South Island Regional Transport Committees Chairs Group commissioned a project to “Identify the Opportunities For Mode Shift and Preparation Of A Mode Shift Implementation Plan” for the South Island. The resulting Plan suggested the largest opportunities for the Otago and Southland regions are for shifting a larger percentage of logs from road to rail. A new project has now commenced with Environment Southland, KiwiRail and the Clutha District Council as partners to further investigate the financial viability of the options identified in the report.
Regional Transport Committee Meetings
The Regional Transport Committee receives a regular report on progress with implementation of the Improvement Projects included in the Regional Land Transport Plan.
